Exempts the sale and installation of commercial solar energy systems equipment, when the installer employs workers who are residents of this state, from sales and compensating use taxes; grants municipalities the option to grant such exemption from local sales and use taxes.

Directs the existing state fire and building code council to study and report to the Governor and Secretary of state, on the standardization of the state building codes, local building codes and permitting processes to facilitate increased use and development of solar and wind energy generating systems.
Provides that credits for excess electricity generated by customer-generators
subject to net energy metering by an electric corporation may be carried over
indefinitely and used against any charges imposed by an electric corporation
when the customer-generator uses more electricity than such customer generates;
provides for the accounting of credits once every 3 years and the electric
corporation shall reimburse the customer-generator for the accumulated credits.
Provides for separate $5000 personal income tax credits for solar electric, solar thermal and wind energy systems installed upon any residence of a taxpayer. Removes "primary" residence requirement.
Solar Renewable Energy Credits
Creates a market in NY for the buying and selling of the green attributes of the energy produced by solar. 1 SREC=1000KW. Aggregators (traders) will compete to buy a customers SRECS at the highest market rates. This is in addition to the electrical value of the KW a PV system produces.

Eliminates any requirement that solar electric generating equipment of less than 25 kilowatts have an external disconnect switch, so long as such equipment complies with the interconnection standards of the Underwriters Laboratories, Inc.; makes the provisions relating to net energy metering applicable to the Long Island power authority.

Authorizes the lease of lands adjacent to state, county and town highways for operation of wind or solar electric generating systems; authorizes the metropolitan transportation authority to enter into such leases.
